Context record

Healthcare research at RAND treats delivery, payment, and outcomes as a single system, the unit of analysis is rarely a treatment in isolation and almost always the institutional context that determines whether it reaches people.

RAND ran the Health Insurance Experiment, still the largest and most influential controlled study of how insurance design shapes utilization and outcomes, and has maintained continuous leadership in payment reform, quality measurement, evidence synthesis, and health-system design since the 1970s.
