Continuous Evaluation is the contemporary doctrine for governing systems, algorithmic, institutional, or socio-technical, whose behavior drifts under deployment. The premise is that one-time certification is no longer sufficient; governance must be a live feedback loop.

RAND's recent work on AI assurance, autonomous systems, and adaptive policy treats Continuous Evaluation as the operating model rather than the exception. The method is built around instrumentation, thresholds, and pre-committed responses to drift.
